You can not set product specific discounts.
You have two options.
1. Set the price of the product you want to discount. Use the keywords field (or custom field) to add text of "discounted" and have a class on the containing element so you can render some sort of style to show it is discounted with CSS.
2. If logged in a person can have catalog specific percentage discounts applied to any product in those catalogs.
