effect keyframes - how do I distribute them evenly?

I have an effect that I am controlling with keyframes. I created a bunch of keyframes, but want them distributed evenly. They are Hold keyframes and I want it to jump from keyframe to keyframe, at an even rate.

How do I do this distributing?
