In answer to your question

is there a way to batch splice my single long narration into clips that correlate with the start and end points of the individual parallel video clips?

my answer would be no.

 

I see no way to apply the Run AutoAnalyzer command to grouped video and narration in the hope of getting split clips by content.

 

You could export your video with narration in place to a file and import that file into Premiere Elements where you could determine if you could get

the Run AutoAnalzyer command to split clips by content. Right now I think that idea borders on wishful thinking.

 

There are video splitters that can be found online. I have never used any.

 

Please let me know if I have misinterpreted what you seek on a batch basis. If you take the batch out of the equation, then I could suggestion

some techniques for matching segments of the narration with various portions of the video.
