Putting a sequence on top of another sequence

Hey,

 

I'm editting projects that are essentially green screen on green screen on background. I just started using premiere pro CC on my iMac, everything is up to date with the most current (as of July 2014) updates.

 

My challenge is that I can drop in a photo with a green screen backdrop, chromakey it, and then put in on my moving image background,

 

and separately I can chromakey my .mov files that were shot in front of a green screen.

 

Now how do I put the clip shot in front of the green screen on top of the other sequence which is going to be the background for it? It won't let me because everytime I drag one it make that a new sequence?

 

I guess I'm sort of asking how do you just make a "project" in which you can layer sequences over sequences??

 

I've watched nesting videos and chromakey videos and all that, I can't figure this one out currently.

 

I am on a deadline so your responses are very very appreciated!
